In their campaigns they are battling not only for the presidential post, but also for control of the D-P-S - partners of the Serbian socialists in the Yugoslav Federal Parliament. Federal Yugoslavia, founded in 1992 following a violent break-up of the former Balkan- federation, is made up of Serbia and Montenegro. The tiny southern republic, home to around 650-thousand people, accounts for a mere five per cent of the country's economy. Djukanovic wants more independence for the republic from Serbia, while Bulatovic has remained loyal to Yugoslav President Slobodan Milosevic. Djukanovic opposes Milosevic and is seeking more autonomy and eastern-style reforms. SOUNDBITE: (Serbo-Croat) "We will win because we will not allow national-Bolshevism to become the official ideology of Montenegro. We will not allow the newly-formed Seselj-Bulatovic coalition to tear apart and spoil Yugoslavia." SUPER CAPTION: Milo Djukanovic, Montenegrin Prime Minister Bulatovic is promising to strengthen the Yugoslav federation and fight crime. The rift between pro- and anti-Serbia factions has led to a conflict within the D-P-S, with a larger group siding with Djukanovic. During their fierce campaigns, Bulatovic and Djukanovic have been accusing each other of involvement in crime and being in politics for their own personal gain. On Wednesday, Djukanovic organised a final rally in Montenegro's capital Podgorica, which was attended by tens of thousands of supporters. The president of the D-P-S encouraged people to vote on Sunday. We will choose our future instead of the road back to the past. They attack and kill civilians while he kills Albanians." SUPER CAPTION: vox pop, young man Jevrem Brkovic, a Montenegran author, said that Milosevic should be held accountable for his part in the bloodshed and horror of the civil war in Bosnia, as well as his more recent war crimes in Kosovo. It is not all right if the indictment is only for Kosovo. It must be widened to include Vukovar, Mostar, Sarajevo and Srebrenica. Then when all of that is put into an indictment, and even though only Kosovo is current, then Milosevic will be named as the master of death in all parts of the Balkans."
