    English/Nat XFA The Montenegran lawyer representing two Canadians and two Britons being held by the Yugoslav army on suspicion of spying has said he expects a decision to be issued on Tuesday on whether they will be released or formally charged. The four men were arrested on Tuesday in northern Montenegro while driving back to Kosovo. The two Britons, John Yore and Adrian Prangnell, were working as instructors at the O-S-C-E-run police academy in Kosovo. Only the magistrate, prosecutor, a court interpreter and Zecevic were allowed to be present. Their lawyer Vojislav Zecevic said his clients appeared healthy and said they suffered no "personal problems." He did not say what the accused told the hearing on Monday, but all four have denied wrongdoing. If the army decides to press on with the investigation, the four will likely be charged immediately afterward. They could also in due course be moved for trial elsewhere, probably to a higher military court in Belgrade. Slavko Perović was born and raised in Cetinje, Montenegro. He graduated from Veljko Vlahović University's Faculty of Law in 1978 in Titograd. He passed the court attorney exam in Belgrade, Serbia a year later, and earned his Master's Degree at the International University Centre in Dubrovnik, Croatia. As a student, he was active in a number of social projects, including Mi youth magazine, culture magazine Ars, and Radio Cetinje. In 1990, he was one of the founders of Liberal Alliance of Montenegro (LSCG), a party formed in Cetinje with goals of promoting liberalism and the idea of Montenegrin independence. Originally he was the Executive Committee president, but in 1991, he was elected for the party's President. Perović was also a LSCG representative in Parliament of Montenegro since 1990. In 1996, Perović initiated the creation of the "Narodna Sloga"("Popular Unity") coalition, in order to reconcile Montenegrins and Serbs in Montenegro, and return public's attention to everyday problems Montenegro was facing. Because of his opposition political activity, in 1998 he was fired from the position of "Literary Hall of Cetinje" by the Montenegrin Government. The official reason for the action was a communist author's book that Perović did not allow to be printed in Cetinje. During the Yugoslav Wars, Perović and his party were the only political subject in Montenegro opposing the armed conflict, organising multiple anti-war rallies. The declaration is being seen as a move towards gaining more economic freedom from neighbour and Yugoslav Federation partner, Serbia. Montenegro's Prime Minister, Milo Djukanovic, says the republic wants to fully normalise its ties with the west. This is the Adriatic resort of Budva in Montenegro. This beautiful old seaside town is just one of the places in the tiny republic that stands to benefit from its declaration as an off-shore international business zone. In the Montenegrin town of Milocer at the weekend, the Montenegrin Prime Minister Milo Djukanovic and other officials from the republic met to officially declare the business zone open. Montenegro is deeply unhappy with Serbia's reluctance to privatise Yugoslavia's shattered state-run economy or allow the free flow of foreign capital into the country. The republic stuck with Serbia through the break-up of the former Yugoslavia and has paid dearly through the trade embargo imposed against Yugoslavia in 1992. Montenegro's aim is to attract more foreign investment through the formation of off-shore companies that would pay minimal taxes of 2.5 percent to the state. The state won't demand to know the origin of the money invested, which critics say will make Montenegro one of the biggest money-laundering operations in Europe. Montenegro is hoping foreigners will invest in re-building the republic's road network and modernising its two main airports. The main area of potential foreign investment is likely to be in tourism and hotels along Montenegro's beautiful, 283 kilometre-long stretch of Adriatic coastline. But the idea has so angered Serbia that its lawyers have started legal proceedings against Montenegro, arguing that off-shore companies are against Yugoslavia's constitution. Montenegrin officials have dismissed Serbia's opposition to the project. SOUNDBITE: (Serbo-Croat) "The Federal Republic of Yugoslavia will change in the next four-year period in the framework of the existing constitution. We'll try to make a country more democratic and more free than it is now." Montenegro became the 29th member of NATO, the Western military alliance, at a ceremony in Washington last month. To get there, Montenegro stood up against its former ally Russia, which has sought to maintain strong historic, political and cultural influence in the Slavic country it considers a special zone of interest. Montenegro's president thanked the U.S. for supporting its entry into NATO. Pence is on a trip in Europe. Serbo-Croat/Nat As the United Nations war crimes tribunal in The Hague was handing down the indictment of Yugoslav President Slobodan Milosevic, reactions in Montenegro were varied. The International War Crimes Tribunal for the former Yugoslavia has indicted Milosevic on various war crimes charges including murder and expulsions carried out in Kosovo. Milosevic's indictment didn't come as a shock to anybody. Thursday's newspaper headlines carried the story that the Yugoslav President was to be indicted by the tribunal in The Hague later in the day. When news broke that the indictment had been issued, reaction on the streets was varied. This former Yugoslav army officer said that Milosevic had brought it all on himself. SOUNDBITE: (Serbo-Croat) "History will show that the Serb people never had a greater foe than Milosevic. We didn't need any of this. It all could have been resolved diplomatically, like the effort now being made by our (former vice) president Djukanovic." SUPER CAPTION: vox pop, former Yugoslav Army officer Although no great supporter of Milosevic, this man argued that NATO leaders themselves were guilty of some of those acts for which the Yugoslav President was being indicted. SOUNDBITE: (Serbo-Croat) "If we are honest, and I don't support his politics, but if they arrest him (Milosevic), then they should also arrest Clinton, Albright and all those who are responsible for attacks on innocent civilians because they do the same thing he does. They attack and kill civilians while he kills Albanians." SUPER CAPTION: vox pop, young man Jevrem Brkovic, a Montenegran author, said that Milosevic should be held accountable for his part in the bloodshed and horror of the civil war in Bosnia, as well as his more recent war crimes in Kosovo. SOUNDBITE: (Serbo-Croat) "I think it was only normal to expect that finally one day the monster from the bunker, the monster of death in the Balkans, would be caught by the hand of justice. It is not all right if the indictment is only for Kosovo. It must be widened to include Vukovar, Mostar, Sarajevo and Srebrenica. Then when all of that is put into an indictment, and even though only Kosovo is current, then Milosevic will be named as the master of death in all parts of the Balkans."
